Justification
Governor's Recommendations 2022-23
The Governor's Budget Recommendation for Fiscal Year 2022-23 includes $145,000 recurring Operating Trust Fund budget
authority to pay for internet service which was previously paid from a nonoperating category. The Division of
Administrative Hearings was a part of a Department of Management Services pilot program to expand video teleconferencing
which was paid for via a nonoperating category. Since video teleconferencing by itself has become obsolete, the $145,000
previously obligated solely for teleconferencing services should be used for system-wide internet services and particular
costs related to Zoom hearing utilization. For this reason, it is no longer appropriate to use a nonoperating transfer to
pay for internet service.
This issue was included in the Division's Legislative Budget Request.
