Issue:            REALIGN INFO TECH AND INFORMATION SECURITY MANAGEMENT RESOURCES FROM THE STATE DATA CENTER TO THE OFFICE OF INFORMATION TECHNOLOGY - DEDUCT

Justification
Governor's Recommendations 2022-23
The Governor's Budget Recommendation for Fiscal Year 2022-23 includes a realignment of six full-time positions, 386,857 in Salary Rate, and $587,674 in the Working Capital Trust Fund from the State Data Center (SDC) budget entity to the Office of information Technology (OIT) to better align department functions. An Office of the Inspector General Report determined there was a duplication of roles and responsibilities within the Chief Information Security Office and the department's Information Security Manager's unit. These positions are located in the SDC from a budget perspective but do not directly support the data center's operations. Three positions provide desktop support of personnel, network connections, and application support for the department and the three other positions report to the Information Security Manager. This issue was addressed in the reorganization package that was approved in Fiscal Year 2020-21 via EOG Log# 06001 This issue was requested in the department's Legislative Budget Request.
