Issue:            STATEWIDE LAW ENFORCEMENT RADIO SYSTEM WORKLOAD INCREASE

Justification
Governor's Recommendations 2022-23
The Governor's Budget Recommendation for Fiscal Year 2022-23 includes two full-time positions, 130,000 in Salary Rate, $203,483, $7,790 nonrecurring in the Law Enforcement Radio Trust Fund within the Division of Wireless Services (division) to provide two additional public safety engineers to address staffing limitations for additional operating needs for the Statewide Law Enforcement Radio System (SLERS). This is a result of legislative direction to sign a new 15-year contract with L3Harris during the 2021 Florida Legislative Session. As the division transfers to a new system, SLERS engineers would have additional responsibility to troubleshoot, test and respond to SLERS. Also, the division anticipates that an increased workload will also occur as local agencies are likely to request permission to join SLERS. There are currently six field engineers; therefore, establishing two additional permanent full-time public safety engineers would provide the timely support needed. This issue was requested in the department's Legislative Budget Request.
