Justification
Governor's Recommendations 2022-23
The Governor's Budget Recommendation for Fiscal Year 2022-23 includes an increase of $5,515,434 in the Emergency Communications E911 System (E911) Trust Fund in the Distributions to Counties - Wireless 911 category due to the reduction and realignment of $1,515,434 from the Distribution to Counties - Nonwireless 911 category and $4,000,000 from the Distribution to Service Providers - Wireless category in the Division of Telecommunications (DivTel) to fund the anticipated growth of wireless revenue and an increase in allocation to the counties. The Florida E911 Board administers the 911 fee that is deposited in the E911 Trust Fund. DivTel receives and process all fees collected from wireless, non-wireless, and prepaid wireless telecommunication devices registered in Florida. Fees collected are approved by the Board for disbursement to Florida counties to assist with the cost associated with operating and improving E911 services. For Fiscal Year 2021-22, the appropriation for Wireless 911 Distribution to Counties increased by $9,136,820 for anticipated revenue growth and to fund text-to-911 services. The wireless disbursements to the counties will increase by approximately $5.5 million in Fiscal Year 2022-23 due to the increase in the wireless fee allocation. This is a DivTel realignment issue that nets to zero with a combination of issue codes 4300220, 4300230 and 4300240. This issue was requested in the department's Legislative Budget Request.
