Issue:            PROCURE CONTRACTOR FOR HUMAN RESOURCE PROCUREMENT

Justification
Governor's Recommendations 2022-23
The Governor's Budget Recommendation for Fiscal Year 2022-23 includes $1,200,000 in nonrecurring State Personnel System Trust Fund for the People First budget entity to procure an independent third-party contractor to complete a business case of the People First System (system) and procure Information Technology (IT) staff augmentation. The business case will determine the best means of providing human resource information technology (HRIS) services. The IT staff augmentation will complete a detailed evaluation and review of the current system, including identifying unnecessary or inefficient IT processes, review of current law and rules impacting the system, and fully documenting the state's business requirement. The current HRIS contract will expire on August 20, 2026. Section 287.0571(4), Florida Statutes, states that an agency shall complete a business case for any outsourcing project that has an expected cost in excess of $10 million within a single fiscal year. For Fiscal Year 2022-23, the annual contract value is approximately $26.5 million, which exceeds (and is projected to exceed through a procurement) this statutory threshold. This issue was included in the department's Legislative Budget Request.
