Justification
Governor's Recommendations 2022-23
The Governor's Budget Recommendation for Fiscal Year 2022-23 includes $5,818,943, $5,254,800 nonrecurring budget authority in the Operating Trust Fund within the Purchasing Oversight budget entity to continue the implementation of migrating MyFloridaMarketPlace (MFMP) - Next Generation to a new platform for Fiscal Year 2022-23. This provides $5,254,800 in nonrecurring funding for a six month overlap in services to finalize the transition from the previous system, and to provide SUNCOM data communication and telephony services at the MFMP service center. The $564,143 recurring is for the increased annual cost of the contract above existing appropriation. The funding will support the increased cost due to running two systems concurrently for the last six months of the two year transition. The MFMP eProcurement system has been in operation for over 18 years. MFMP allows for the registration of vendors, management and display of contracted catalogs of products, the location of products by buyers, order placement, purchase approvals, invoice reconciliations, and payment approvals, all within one system. Customers can create solicitations in the sourcing module and analyze spending using various reporting capabilities in the analysis module. Through its integration with the state's accounting system, MFMP has full procurement capabilities, offering supply management, purchase orders, invoice reconciliation, and accounts payable. This issue was included in the department's Legislative Budget Request.
