Issue:            REDUCTION OF CURRENT YEAR BASE FOR INSTITUTIONAL INVESTMENT IN PERFORMANCE BASED INCENTIVES

Justification
Governor's Recommendations 2022-23
The Governor's Budget Recommendation for Fiscal Year 2022-23 maintains Fiscal Year 2021-22 funding of $560,000,000 for the State University System's Performance-Based Funding. Of the $560,000,000, $265,000,000 is state investment funds and the remaining $295,000,000 is institutional investment funds. The Performance-Based Funding Model includes ten metrics that evaluate the institutions on a range of student-focused service deliveries such as retention, graduation, degree production, jobs, and affordability. The model is structured around four guiding principles: 1) use metrics that align with SUS Strategic Plan goals; 2) reward Excellence or Improvement, 3) have a few clear, simple metrics, and 4) acknowledge the unique mission of the different institutions.
