Issue:            FLORIDA RULES MODERNIZATION

Justification
Governor's Recommendations 2022-23
The Governor's Budget Recommendation for Fiscal Year 2022-23 includes $2,500,000 in nonrecurring budget authority in General Revenue (in the Library, Archives, and Information Services budget entity) to transition the FLRules.org website into a modern, cloud hosted system. FLRules.org is the filing point for rules promulgated by state regulatory agencies. Agency rulemaking is governed by Chapter 120, Florida Statutes, the Administrative Procedures Act. FLRules.org (the electronic rulemaking system) is in need of maintenance and upgrades. Few system modifications are possible due to its outdated technology. The current contract does not cover the rewrites needed to fully modernize the system. The technology updates proposed will enable staff to streamline processes used to publish ADA compliant and secure documents, make it easier for the public to access the website, and assist state agencies and others in submitting and monitoring their administrative documentation.
