Justification
Governor's Recommendations 2022-23
The Governor's Budget Recommendation for Fiscal Year 2022-23 includes $2,000,000 in nonrecurring General Revenue within the Elections budget entity to modernize the processes/programs for qualifying candidates, registering political entities, facilitating campaign finance reporting, and maintaining public interfacing databases. The department's Division of Elections (DOE) is responsible for the oversight of the mandatory Statewide Electronic Filing System implemented in 2005 for all required campaign finance reports. DOE is responsible for processing registration of political entities, maintaining a public interfacing database for candidates, political entities, and campaign finance reports, and auditing financial reports for compliance. Funding will allow the department to create a new robust and more secure Statewide Electronic Filing system. This new system would replace the old legacy systems and would eliminate the need for any hard copy documents that are required throughout the election cycle, enhance filer experience, and provide transparency in candidate and campaign finance activities.
