Justification
Governor's Recommendations 2022-23
The Governor's Budget Recommendation for Fiscal Year 2022-23 includes $350,000 in nonrecurring Workers' Compensation Administration Trust Fund authority to allow the Department of Financial Services to procure a study to modernize the Division of Workers' Compensation (DWC) mainframe-based system. The DWC mainframe system supports the Division, FLAIR, and LASPBS and costs $7 million a year. Ninety percent of the cost of the mainframe is allocated to FLAIR. The remaining ten percent is allocated to the divisions. The implementation of the Florida PALM project over the next two to three years will significantly decrease the usage of the mainframe. At that time, the full cost to support the mainframe will be allocated to the remaining users. As such, DFS requests to migrate the DWC mainframe to a more cost-effective solution. A feasibility study will provide the Division with the information necessary to plan and successfully migrate the system. Costs have been estimated at 2,000 hours at a rate of $225 per hour to evaluate the technology and prepare the deliverables. This is a modified issue from the issue requested in the department's Legislative Budget Request.
