Issue:            REALIGN BUDGET AUTHORITY BETWEEN CATEGORIES FOR CONSTRUCTION MINING - ADD

Justification
Governor's Recommendations 2022-23
The Governor's Budget Recommendation for Fiscal Year 2022-23 includes a transfer of $600,619, of which $60,619 is Other Personal Services and $540,000 is Contracted Services, recurring General Revenue to a new Special Category for construction materials mining. In 2020, HB 1047, Construction Materials Mining Activities, was passed and signed into law. The bill appropriated $600,000 in recurring General Revenue funds, though did not specify in which category. The Department of Financial Services requested the appropriation be split between OPS and Contracted Services. This issue consolidates these appropriations into one special category. This issue corresponds with issue code 2000330. This issue was requested in the department's Legislative Budget Request.
