Issue:            FLAIR REPLACEMENT

Justification
Governor's Recommendations 2022-23
The Governor's Budget Recommendation for Fiscal Year 2022-23 includes $35,703,403 nonrecurring Insurance Regulatory Trust Fund authority to continue the ninth year of replacing the Florida Accounting and Information Resource (FLAIR) and transitioning to Planning, Accounting, and Ledger Management (PALM). Florida's accounting systems, FLAIR and Cash Management System (CMS) were developed in the 1970s. This is a multi-year, multi-phase project to replace those systems. The expectations of PALM are: Improve the State's financial management capabilities to enable more accurate oversight of budget and cash demands; reduce the State's risk exposure by incorporating modern financial management technology; and improve productivity, reduce operational complexity, and increase internal controls by enabling standardization and automation of business processes within and between the Department of Financial Services and other agencies. This issue was requested in the department's Legislative Budget Request as nonrecurring General Revenue.
