Issue:            ADDITIONAL SALARIES AND BENEFITS FOR REQUIRED PERMITTING - WATER RESOURCE MANAGEMENT AND REGULATORY DISTRICT OFFICES

Justification
Governor's Recommendations 2022-23
The Governor's Budget Recommendation for Fiscal Year 2022-2023 includes additional spending authority for Salaries and Benefits in the Grants and Donations Trust Fund in the Division of Water Resource Management and the Regulatory District Offices. In FY 2021-22, four positions were appropriated to the Department to oversee the permitting and inspections of the Department of Transportation's (DOT) infrastructure and roadway permits related to the 404 assumption. The additional spending authority will enable the Department to pay a competitive salary for the experience, knowledge, skills and abilities as set forth in the Agency Operating and Funding agreement between DOT and the Department.
