Justification
Governor's Recommendations 2025-26

The Governor's Budget Recommendation for Fiscal Year 2025-26 includes $10,044,628 in nonrecurring Public Education
Capital Outlay Trust Fund (PECO) funds for capital outlay needs at the university developmental research schools and
charter schools sponsored by a state university or Florida College System institution. These funds are the equivalent of
the revenues generated by the non-voted capital outlay discretionary millage in the district within which the school is
located.

Funds distributed to a university developmental research school and charter schools sponsored by a state university or
Florida College System institution are to be expended on needed projects as supported by an educational plant survey
under the rules of the State Board of Education. University developmental research schools and charter schools sponsored
by a state university or Florida College System institution complete an education plant survey identifying the need for
the construction of new educational facilities, as well as major additions, renovations or repairs necessary to extend
the useful life of buildings.
