Justification
Governor's Recommendations 2022-23

The Governor's Budget Recommendation for Fiscal Year 2022-23 includes $9,280,498,466 to fund the Transportation Work
Program. This recommendation reflects the second year of the five-year Adopted Work Program adopted July 1, 2021 in
accordance with Chapter 2021-36, Laws of Florida (General Appropriations Act). Funds support the safety, protection,
preservation, and expansion of Florida's transportation infrastructure including the state's roadways, bridges, transit
systems, railways, seaports, and airports; pursuant to Chapter 339, Florida Statues.

This includes $637,450,972 to support preliminary engineering consultant services within in the Transportation Systems
Development budget entity and the Pre-construction and Design Services program component. The amount provided serves as
a placeholder. The final appropriation will be based on the forthcoming Tentative Work Program for FY 2022-23 to FY
2026-27 which will capture spring revenue estimates. This recommendation reflects the Governor's commitment to expand
investments in Florida's transportation infrastructure. The state's transportation system continues to be a critical
component of Florida's economy, generating more than $164 billion in economic benefits annually.
